I thought Enterprise was the ONLY version of Windows available through VL and covered full installation on bare metal and virtual instances - again on the one license per machine P or V basis? Or does even that require some previous version present, either OEM or Retail? Pretty sure I was able to activate "Win 10 Business" - which I believe is the subscription version of Enterprise - even though the underlying Win 10 Pro was not activated - by using Azure AD in a hybrid environment.
I will see if I can do that test again. So I took that to mean only the users account is activated and not the PC - which made sense to me. It's unclear whether the underlying Win 10 Pro needs to be activated or merely present. It's just like Windows Server CALs, their use is not enforced but you are still required to get them.
